Tracy joined the club as a player in 1936 and became treasurer in 1945 before transferring to Wellington. He returned in the early fifties and took an interest in the newly-formed junior boys sub-committee from where he represented the club on the ARU's junior boys management board.

He took over as treasurer again in 1962 and then became secretary in 1964, holding both positions until 1973. He served two more years on the ARU junior boys board before managing teams.
